updated certgen image shatag

What this PR does / why we need it:

• The project updated the certgen image already in the past 24hrs
• But there was a mistake in the tagging and promotion
• So the project re-built a new certgen image with a changed tag
• This PR updates the values file of the helm chart with the sha of the new certgen image with the bumped tag and updates
• The helm-docs tool was also run so the autogenerated README of the helm chart also gets updated here
• The static deployment manifests will get the udpate when the next releae process re-generates all the static manifests

• This can be tested by deploying the chart with the changed hash of the certgen image
