Update golangci-lint version to 1.51.2

What this PR does / why we need it:

This PR upgrades the version of golangci-lint from 1.50.1 to 1.51.2.
I've noticed on another PR that the check failed. Looking at the logs, it seems it was killed:

2023-03-08T14:21:57.6271384Z ##[error]The runner has received a shutdown signal. This can happen when the runner service is stopped, or a manually started runner is canceled.

There are many occurrances such as [1].

I suppose the runner memory limits are being pushed. Before trying to tune GOGC, it might be worth updating to the latest version of golangci-lint since there's some indications that there were performance improvements.

How does this change affect the cardinality of KSM: N/A
