Kops - add GCE presubmit job

I intend for this to remain optional but should help with GCE PRs.

I anticipate this failing with the same test failures as the kubetest2 periodic gce job.

I'm hoping to have that fixed soon when we start passing cloud provider flags to the ginkgo e2e suite (kubernetes/kops#10847).

• key kops-presubmits-e2e.yaml using file config/jobs/kubernetes/kops/kops-presubmits-e2e.yaml
