qa: prepare release branch

- Remove `.travis.yml`
- Remove `CHANGELOG.md`; future changelogs will be created in milestone descriptions and propagated to tag and release notes
- Remove branch aliases from package description
- Update badges in `README.md`
- Add `composer.lock` with deps installed via PHP 7.1
- Add continuous-integration and release-on-milestone GHA workflows
- Fixes to markdown based on linting
