refactor: conditionally disable reload and workers in Makefile based on the presence of the workers variable #3614

This pull request updates the Makefile to conditionally disable the reload and workers options based on the presence of the workers variable. This ensures that the reload and workers options are only enabled when the workers variable is specified.
