Have Cmake download bsp SPICE files

Describe your use case
Have Cmake download bsp SPICE files so that they can be removed from git-lfs. Git lfs is unsustainable for a large number of community forks because a fork's clone of the repo counts against the upstream repos data quota.

Describe alternatives solutions you've considered
An alternative would be to find somewhere else to host SPICE files, like a JFrog Artifactory, but the same bandwidth/cost options occur.
