The revision number immediately following presents a compilation error. This commit pins the revision for now until more time is available to debug a long term solution.

Description
The opencv dependency recipe was recently updated and now results in a Basilisk compile error. This PR pins the package to the previous (working) package recipe version number.
Verification
The CI process builds and tests successfully.
Documentation
None invalidated, none new needed.
Future work
Investigate why the latest recipe fails to compile. A ticket has been created to capture this.
