This PR replaces #1831, which seems to have become unmergable with master. It is primarily authored by @gundralaa and adds support for the Raspberry Pi RP2040. The review comments in #1831 are still relevant.
Commit 5f6edd5 deals with one of those review comments by attempting to find the pico-sdk library and setting PICO_SDK_PATH in the cmake file if there is no such environment variable already set.
