Initial Scanline Crops Off Bottom Scanlines Instead of Top #7

I tried setting initial scanline to 8 and it appears to crop off the bottom 8 scanlines instead of the top ones. If I also set last scanline to 231, it seems to stretch the image vertically, but still doesn't crop off the top 8 scanlines.

I tested setting ss.slstart to 8 in 0.9.39.2 stand alone and it works fine there. ss.slend is fine too.

Initial scanline still won't cut off lines at the top in the 0.9.39.2 core.
