For the six most popular variants, make hourlys 2/3 of the time. Atomic and Antichess tend to be played faster, so give them more bullet than the others.

Horde and RK also get more tourneys, incr to 1/2 of the hours.

This is now ready for feedback, but not for merging.

The diff of SchedulerTest.scala can be used to see the actual effect on tourneys.
