Description:
This PR adds the default platform admin user generation and the creation of
platform-admin-initial-credentialssecrets. It also updates the welcome message to inform the user how to retrieve the initial credentials.Is paired with: https://github.com/linode/apl-api/pull/569 and https://github.com/linode/apl-console/pull/443
