When using delimiter, buffer is not flushed

When instantiated with delimiter, this plugin buffers data across multiple calls to CEF#decode and handles each delimiter-terminated sequence of bytes, but fails to flush the buffer when this codec is flushed.

This can leave unconsumed bytes in the buffer that are not read before this plugin is closed.
