Update authorization documentation

connect to: #5441

break down the existing authorization docs into:

• an overview page(no existing content change + add new section "Tutorial")
• a new page for getting familiar with authorization by implementing RBAC system (all new contents)
• authorization component and its concepts(no existing content change)
• and the sidebar change(all new contents)

Reviewers can focus on the 3 places I heighlighted.

Checklist

• New tests added or existing tests modified to cover all changes
• Code conforms with the style guide
• API Documentation in code was updated
