This adds a CLUSTER_NO_STOP=1 env variable which when set will bypass the cluster evacuation stage. This can allow for in-place migration of clusters that cannot fully go down, but it's extremely risky and must be performed by someone who has excellent knowledge of both the internals of this migration tool and of the environment being migrated.
