Then we will add a link to your file when a contributor creates an Issue or opens a Pull Request.

When you create an issue it already shows the yellow bar (https://github.com/magento/magento2/issues/new), so I assume it also works when creating a pull request.

Sorry for the delay with the response. We cannot accept your pull request. As noted previously in the response to paales, there is the CONTRIBUTING.md file that should show up when trying to commit.
Also, we have updating this file in our plans.
