mapbox-gl-js version: current main

Steps to Trigger Behavior

  1. Open up a map with globe view
  2. Zoom out to low zooms (0 - 2)
  3. Pan up or down on the latitudes

Expected Behavior

Constraints on zoom shouldn't prevent the user from panning up or down on the latitudes.

Actual Behavior

The globe feels stuck on it's not possible to pan up or down.
