Simplified version of #5438 to limit impact on the 4.1.0 release.

  • change preRotate to postRotate in MyLocationView#update()
  • remove MapView#invalidate when we are not tracking the MyLocationView
  • don't disable rotate gesture when we enable bearing tracking when location tracking is disabled
