partial fix for XtraDB 8.0 on Ubuntu 24.04

Trying to install percona-xtrabackup-80 still fails with:

The following packages have unmet dependencies:
libdbd-mysql-perl : Depends: libssl1.1 but it is not installable

So it looks like the Percona repo is not yet ready for Ubuntu 24.04.
