Support creation of account keys on key backup creation
and also don't say we failed to restore when there were just no keys

Almost all of the actual cross-signing meat is in the js-sdk in matrix-org/matrix-js-sdk#832 but this is a few tweaks to support it (most notably that the key backup creation now requires UI auth)
