Remove references to BuildKite in favour of GitHub Actions #10573

We were applying various patches in tests.yml to transform BuildKite config into GHA config. Apply those patches to the source tree and move .buildkite to a ci directory. Purge redundant files.

I think .ci -> ci is done now. Test run failed a sytest but I'm guessing that's a flake?
