The API was made non-experimental with Matrix v1.2

Changes

I therefore removed the warning and added some information on the history.

Can we make it a little bit more clear? IMO the Admin API is not part of Spec 1.2. Only the client API to use this tokens.

@moan0s please could you update the subject and description of this PR to say which API we are changing. Pretty sure it's not the whole of synapse's API, which is what the current wording implies!

Related: #11867, which stabilises Synapse's implementation of the Client-Server endpoint.
