This also takes care of storing the state of rooms purges&shutdowns in DB, and relaunching those after a synapse restart.

Should be reviewed commit by commit.

Fix #4720

Not a new thing from this PR but even if we're using force, it still seems useful to check if our server is joined and log a warning.

What are the repercussions of forcing with users still joined to the room?

This is quite a big PR, though looks mostly sane. I'm wondering if it's possible to move making shutdown_room be an task to a separate PR (and maybe the other purge commands?) to reduce the complexity of this PR a bit

I'm wondering if it's possible to move making shutdown_room be an task to a separate PR (and maybe the other purge commands?) to reduce the complexity of this PR a bit

Splitting this way is complicated because we are switching from tracking shutdown&purges in memory to tracking them in DB.

I think otherwise looks good. I'd like to be able to have a test for the shutdown room task being interrupted and restarted, but I can't think of a doable way of doing that.

Otherwise the first purge would have completed before we do the second one so it would not be rejected.
With await_result=False, the second call is done before the info reaches the DB so it was also not being rejected.

That is my solution to that, not sure if we can do better.

it is included in v1.93.0rc1 and will therefor be in v1.93.0.
