Enforce tx fees and estimate the tx gas properly #1564

The engine should force tx to have a minimum price fee using the MESG token.
We should set the min price to something like 1 Anto (equivalent 1WEI).

Also, the tx gas provided will need be estimated in order to not required an huge amount of token on the wallet.
