Remove python 2 compatibility

Update code for python 3, add type annotations and remove old compatibility code.

Switch to poetry for packaging.

@benbariteau I've not been pushing on this, I was looking at a few different ideas for 1.0 but I might simplify down to just dropping python 2 support and update the packaging.

Note that 0.1.14 has pyi annotations but I just checked and they're not being included in the distributed package!

I'll see if I can release a 0.1.15 or simplify this 1.0 release.

Update code for python 3, add type annotations and remove old compatibility code.

Switch to poetry for packaging.

Rewrite github action

Add hypothesis

Switch to nox

Add editorconfig

Add pre-commit

Add direnv
