Steps to reproduce

Not sure, it seems random but nothing else is installed that would cause it

Don't see anywhere to attach a file so here is the event viewer entry :

I see no mention of PowerToys and I don't think we're using the referred dll file (windowsudk.shellcommon.dll).
This means that if you uninstall PowerToys it suddenly stops having this behavior? /needinfo
