Notifications in Windows seem to be the highest z-index. However, sometimes those notifications don't have a close button just the arrow to perform an action. The only way to get rid of them is to select them and perform this awkward swipe...which for me always ends up with clicking the notification and opening the action.

The problem is that those notifications are show right where those background programs are running most of the time. So when I receive a notification and I want to then close the program that is running the menu to do so is hidden under the notification.

In short those menu's in the bottom right need a higher z-index if at all tweakable?

Thank you for the suggestion.
I'm adding the "Suggested PowerToy" label, as it may be possible to achieve it through a PowerToy.

That arrow that appears in the top-right corner dismisses the notification.
