Summary of the Pull Request
This PR updates the Readme information for Image Resizer. It can be viewed here. It contains demos for how to use the tool and a demo for showing the configurable settings.
This PR also adds verbiage to the Settings screen to indicate the settings can be accessed from within Image Resizer. A module overview link has also been added which links back to the Readme (as done for other PowerToys).
