I was having the exact same issue for the past week or so and updating WSL seems to have fixed it. Give it a try and see if it works in your case.

Based on the error you're getting it looks like your distribution doesn't have the required files to start (in this case, a shell). Does importing a new distribution solve the issue ? |
I unregistered and reinstalled my distro, and now it works. |

Just launch wsl from any terminal, even with administrator

Normal wsl terminal(?)
