Add public mailing list, slack channel, and meeting link

To facilitate collaboration, the README (or a file linked from it) should contain links to:
a) a periodic meeting link (say Zoom)
b) a slack channel
c) a mailing list for announcements

Booking a Zoom slot for Monday at 8:30am Pacific. Reserving time weekly just in case, but actual cadence depends on whether there are topics. This meeting will go over any new github issues not yet discussed that people want to discuss. Meeting will end when we run out of issues, so might only be 10 minutes long, or might take an hour, up to the content.
