how to use reportUnusedVariable within function

Is anyone experiencing the same behavior with the following snippet? I'm trying to figure out where to file a bug report for it (on pyright or my editor or the plugins I use)

# pyright: reportUnusedVariable=false
test1 = ''

def function():
  test2 = ''

The above suppresses the hints on my editor (nvim) for test1 but not for test2 as seen below

The following also does not suppress the hint

# pyright: reportUnusedVariable=false
test1 = ''

def function():
  test2 = ''  # pyright: ignore[reportUnusedVariable]

while the following does

# pyright: reportUnusedVariable=false
test1 = ''

def function():
  test2 = ''  # pyright: ignore

Am I misunderstanding how to suppress certain pyright errors/warnings/hints? I've read both

and was under the assumption that # pyright: reportUnusedVariable=false would apply to the whole file

I'm using lazyvim with the default python extras config which manages pyright using mason
