This PR updates Python2 to v2.7.18, it also updates the vcpkg acquire command script to use py2.
NOTE: python2 hashes should be fine (on acquire program) but I didn't knew how to make vcpkg download py2.
Which triplets are supported/not supported? Have you updated the CI baseline?
