C++20 support is required (not sure it can be enforced in vcpkg)

Looks like vcpkg_fail_port_install(ON_TARGET "Windows") doesnt cut it. How do I define in the port that the port is valid for any architecture/OS except MSVC compiler? Is the ci.baseline.txt the way to solve it? For example, does the x64-windows-static triplet means x64, static library, using MSVC compiler?
