Now
vscode.workspace.fscan use interface exposed by other contributed file system providers. After removing scheme check infileSystemAdaptor.ts, Hex Editor extension is able to edit files provided by other extensions' file system provider (related issue: fython/vscode-gwo-android-helper#1).
