Issue Type: Feature Request

It would be better if there is an option to pin a file on start up Welcome page on VS Code.

There are some file I open frequently and I have search for it everytime I want to open it when I open VS Code

VS Code version: Code 1.35.1 (c7d83e5, 2019-06-12T14:30:02.622Z)
OS version: Windows_NT x64 6.3.9600
