  • handle case where XML is declared UTF-8, but content is ISO-8859-1

Noticed during:

$ metha-sync http://digi.ub.uni-heidelberg.de/cgi-bin/digioai.cgi

The above command failed with metha 0.2.30 or earlier in 05/2022, but should work with 0.2.31.
