[Chore] Design Improvements to Accordion Counter/Renamed Badge

Currently there is an Accordion Counter that exists in the design system, implemented with this issue from 2020: #396

We would like this Counter design to be updated to be called a Badge and look like this: https://tangoe.invisionapp.com/dsm/tangoe/tangoe-dsm/nav/5fa7cb5d8c0120001835592d/asset/63e3f5061f9a35598a0226de/tab/design

This badge should accommodate both numbers and words.

Currently the only badge that exists in the design system is the one that can be attached to icons (https://tangoe.design/ui-kit/badge). This is another variation of this badge (with a different design, please do not update the design of the current badge on this page) that can be used standalone.

This badge is being used in multiple projects in Command Center AND Mobile so development of this is needed asap.
