Notify the user of failed bugzilla tasks #1191

If a bugzilla task fails, we should notify the user in all cases rather than failing silently.

we don't expect often in prod - but in stage and dev it happens. This messes with QA often and we'll get false reports of issues.

I think this should be resolved now, if we encounter it again we can reopen it.
