Split-tunnelling: a meta bug report

Is it a bug?

• I know this is an issue with the app, and contacting Mullvad support is not relevant.

I have checked if others have reported this already

• I have checked the issue tracker to see if others have reported similar issues.

Current Behavior

In one way or another, including no access to the Internet at all, split-tunnelling is broken on many systems.

Expected Behavior

I expect it to work.

Steps to Reproduce

1. Enable split-tunnelling.
2. Encounter one of more of various problems that have been reported already. (I list those problems below.)
