This can help with enabling "test mode" if your email provider supports it (eg. Mailgun's X-Mailgun-Drop-Message: Yes header.

We're already setting a header, so the simplest solution would be to allow a dict to be specified in the settings (WATCHMAN_EMAIL_HEADERS) and merged together before sending.
