Add paragraph about abuse to the 'house rules' / change house rules phrasing

Adds a final paragraph about how we treat abusive correspondence to site volunteers and staff.

I've also changed 'House Rules' to 'Conditions of Use', as per recent discussions. Not sure if this also changes it in the navigation links to the left of the page though?

It doesn't. That'd need a change to _sidebar.html.erb here:

I think there is a minor glitch (double space), but it isn't a blocker.

I've added two commits on ¹ which should take care of the sidebar in the help pages, and the footer elsewhere on the site. 😃
