Drop all passthrough environment variables except for `USE_CYTHON`. The rest will be set effectively with the `toolchain`.
All of these are set effectively through the `toolchain`. So there is no further need to hard code them in the build script.
These are already set through the `toolchain`. No need to check or otherwise mess with how they are set.

Fixes the Mac build locally. Drops some extraneous content from the recipe. Makes use of the
toolchainfor standardization.
