Because the additional "moderated community" sentence was added, and to keep TIC-80 friendly for non-adults.

How does this differ from the CODE_OF_CONDUCT? It has some of the clauses already.
In addition, to match the other conventions, it hsould likely be COMMUNITY_GUIDELINES.md.
