Change to existing functionality

Proposed functionality

The navigation menu items for racks (and, in v4.1, rack types) are currently located under the "organization" section. We should move them to a dedicated section.

Use case

Racks (and especially rack types) don't quite fit under organization, and there are enough items to justify a dedicated section in the navigation menu.
