Proposed functionality

Document the Django template tags and filters provided by NetBox that are supported for use in plugins. While we're at it, we should configure the template backend to load these automatically, to obviate the need for manually loading these tags and filters via a {% load %} tag.

Use case

Makes these tags and filters available for use by plugin developers.
