At start up of the forwarder a veth pair is created in vpp to AF_PACKET interface. This interface is selected by it's IP - must be equal with TUNNEL_IP or if TUNNEL_IP is not set then one of the IP from default route.
If later an other veth pair is needed to an oter AF_PACKET this code should be reused. The sdk-vpp repository should be a good place.

Closing the issue, since it is not required for remote vlan mechanism support.
