Upload while charging not working

Actual behaviour

-Auto upload ignores while charging flag (at some point)

Expected behaviour

-Obey the flag

Steps to reproduce

1. configure auto upload for camera folder (set wifi only)
2. take pictures (while being on wifi)
3. pictures get uploaded
4. go back to auto upload and activate while charging too
5. take more pictures (not charging the phone)
6. check Upload screen
7. some pictures might be queue for "Awaiting charging", some will just be uploaded
8. take more pictures
9. at some point all pictures will just get uploaded even though the device has never been charged during that time
