Groups: Don't allow group admin to delete users that are member of further groups #11335

Right now, group administrators can delete a user in their group even if this user is also a member of another group. This should not be possible in my opinion. A group administrator should only be able to unassign such a user from the group he has admin privileges for.

GitMate.io thinks possibly related issues are #7381 (Group admins shouldn't be allowed to delete users which are member of other groups as well), #5570 (Allow group backends to define admin users), #3630 (Group admin can delete users outside his group), #5399 (Group admin cannot change settings in user management), and #6866 (Group admin should have optional access to files of all group members).
