Preparation for the 22.1.0 release of fMRIPrep. I propose Monday, December 12 for release.

Outstanding issues:

• Release sdcflows 2.2.0
  • FIX: Collate fieldmap coefficients into list of lists sdcflows#317
  • FIX: Pad BSpline design matrix sdcflows#319
  • ENH: Dynamically choose number of resampling threads to adapt to memory constraints sdcflows#321
• ENH: Tag memory based on data shape, annotate T2SMap #2898
• ENH: Add migas telemetry in addition to sentry #2817
• ENH: Provide free memory estimate to unwarp_wf for better resources allocation #2910

@mgxd @oesteban I will be focusing on PyBIDS/ANCP-BIDS for the next two days. I believe both of the two issues mentioned above are ready for merge, but please make specific instructions if you need me to do anything for them. I would like to release SDCFlows 2.2.0 tomorrow morning, if possible.
