doc: update Build WG Slack channel #2928

The Slack channel for the Build WG has been moved to #nodejs-build
on the OpenJS Foundation Slack instance.

This is probably a good opportunity to remove the mention of the Freenode IRC channel in the GOVERNANCE.md doc, if you wouldn't mind adding that change too.

The Slack channel for the Build WG has been moved to #nodejs-build
on the OpenJS Foundation Slack instance. Update references to the
Slack channel, and remove outdated references to IRC.

(There's a bunch of stuff in GOVERNANCE.md that is outdated and needs updating but for now I've kept the edit to Slack/IRC and will follow up at a later time.)
