lib: remove inherits() usage

This switches all util.inherits() calls to use
Object.setPrototypeOf() instead. In fact, util.inherits() is
mainly a small wrapper around exactly this function while adding
the _super property on the object as well.

I think the use of the term 'internal' in the commit message is misleading here as it sounds like it's only affecting objects not exposed to userland.

Also, we need a CITGM run on this since it does affect objects exposed to userland.

Since this is semver-major anyway, it might make sense to mimic the inheritance style that ES6 classes use? i.e. also add Object.setPrototypeOf(Subclass, Superclass) in addition to Object.setPrototypeOf(Subclass.prototype, Superclass.prototype)?

Are there any key difference between the usage of setPrototypeOf and inherits (apart from _super)?

If there are not, I think it’s worth adding it to the docs, as it’s currently not presented there.

xargs with no args and no -r was getting in the way of a bunch of the platforms in there so they weren't reporting anything. I've fixed that xargs -rl and rerunning @ https://ci.nodejs.org/view/Node.js-citgm/job/citgm-smoker/1664/

The failures on the platform that did successfully report, 18.04, looked similar to what I've seen with recent runs. But there's a couple of things that should probably not show up consistently on the other platforms. So rerun needed.
